History

The CTP development committee was tasked with identifying municipal impediments to economic development.  They realized that municipalities' needs could be met more effectively through enhanced cooperation and consistent regulations and regional plans by creating collaborative working groups.  However, the lack of resources available made this a challenging goal. 

Meanwhile, MRIF funding became available.  A small portion of MRIF money was earmarked for "capacity development."  Taking advantage of this money, SARM, SUMA and SANC applied for funding to hire three consultants to work at the local level as municipal capacity development officers to provide practical resources.  These consultants/development officers are now in place, guided by the management team, to assist municipalities, as members of the Municipal Capacity Development Program (MCDP).  These individuals are responsible for facilitating meetings between stakeholders, assisting inter-municipal project development, conducting area-wide regional workshops on inter-municipal co-operation and capacity development and for providing planning templates and various other online resources.

The MCDP

The Municipal Capacity Development Program (MCDP) was created with the primary objective of building sustainable communities in Saskatchewan. The role of the MCDP in sustainable community development is to encourage and assist municipalities in developing long-term municipal capacity on an inter- jurisdictional basis.  The benefits of such an approach to capacity building range from achieving more effective, accessible and cost efficient services to managing growth and attracting economic opportunities on a regional basis.
